BERLIN
Ukrainian President Volodymyr Zelenskyy has announced that a draft peace plan aimed at ending the war with Russia is nearing completion, following high-level talks with U.S. and European officials in Berlin. Zelenskyy indicated that the plan, reportedly a 20-point framework, could be ready for presentation to Russia within days, marking a potential turning point in the conflict that has lasted nearly four years.
The negotiations have focused heavily on security guarantees, which Ukraine sees as essential to ensuring its safety in the event of a ceasefire or formal peace deal. U.S. representatives and European partners have been working closely with Kyiv to design legally binding protections that could provide reassurance similar to NATO’s mutual defense commitments, while respecting Ukraine’s sovereignty.
Economic reconstruction is also a key component of the draft plan. Western leaders have pledged support for Ukraine’s recovery, including international aid and infrastructure rebuilding, contingent on the cessation of hostilities and adherence to agreed-upon terms. Zelenskyy stressed that these measures aim to secure both immediate relief and long-term stability for Ukrainian civilians and institutions.
Territorial arrangements remain a central challenge. Disagreements persist over the Donbas region and other areas under Russian occupation, with Kyiv resisting any concessions that would undermine its sovereignty. Kremlin officials have indicated that any ceasefire or peace deal must align with Russia’s strategic interests, leaving unresolved tensions over borders and territorial control.
U.S. officials described the talks as making “real progress,” with Trump and other international figures noting that a peace agreement could be closer than ever, though significant differences remain. Zelenskyy’s team has emphasized that flexibility will be required on certain aspects, particularly regarding alternative security guarantees if NATO membership is not attainable in the short term.
The upcoming presentation of the plan to Russian authorities and subsequent negotiations in the United States will test the willingness of both sides to compromise. European leaders and NATO allies continue to advocate for a solution that fully respects Ukraine’s independence while ensuring a durable and verifiable security framework.
As the deadline for advancing the peace plan approaches, international attention is focused on Berlin and Washington, where diplomatic engagement could determine whether the conflict moves toward resolution or continues to escalate. Zelenskyy remains cautiously optimistic, noting that the plan represents a critical step toward ending the war and securing Ukraine’s future.
