In a major shift in federal immigration strategy, President Donald Trump’s border policy chief, Tom Homan, has unveiled the operational framework and wind-down plan for what the administration calls “Operation Metro Surge,” the most expansive immigration enforcement deployment ever carried out in Minnesota.
Launched in December 2025, the operation placed roughly 3,000 federal personnel including officers from U.S. Immigration and Customs Enforcement (ICE) and the Department of Homeland Security across the Minneapolis–Saint Paul metropolitan region. Federal authorities said the mission aimed to target undocumented immigrants with criminal records and dismantle what they described as growing public safety threats.
Speaking at a press briefing, Homan declared that the surge had “achieved the successful results we came here for,” confirming that a structured drawdown of federal agents is now underway. While a scaled-down federal presence will remain for follow-up investigations and targeted enforcement, the large-scale sweep phase is expected to conclude within days.
According to federal figures, thousands of individuals were detained during the nearly three-month campaign. However, detailed breakdowns distinguishing between serious criminal offenders and those held for civil immigration violations have not been fully disclosed, drawing criticism from advocacy groups.
The operation has been deeply polarizing. Supporters argue it restored order and reinforced federal authority in a state perceived by the administration as resistant to stricter immigration enforcement. Critics, however, describe the campaign as disruptive and heavy-handed.
Minneapolis Mayor Jacob Frey labeled the operation “damaging and destructive,” citing strained community relations and economic disruption. Minnesota Governor Tim Walz also raised concerns over federal overreach and coordination gaps between state and federal agencies.
Public opposition intensified following two fatal incidents during enforcement actions, which sparked demonstrations across the city and renewed scrutiny of federal use-of-force policies. Civil rights organizations have called for independent investigations and greater transparency.
Despite the backlash, the administration maintains that Operation Metro Surge aligns with President Trump’s broader immigration agenda emphasizing deterrence, enforcement, and targeted removals. Officials insist the strategy has delivered measurable results and may serve as a model for future metropolitan deployments if deemed necessary.
As federal personnel begin withdrawing from Minnesota, political debate over immigration enforcement continues nationwide.
