
British Prime Minister Sir Keir Starmer and French President Emmanuel Macron jointly co-chaired a virtual meeting of the “Coalition of the Willing,” bringing together leaders from over 30 countries to discuss continued support for Ukraine amid the ongoing war with Russia. The session focused on security guarantees, military aid, and diplomatic strategies aimed at ensuring Ukraine’s sovereignty and territorial integrity. The Coalition of the Willing, a voluntary international grouping separate from NATO, was established earlier in 2025 to coordinate political, military, and economic support for Ukraine. Unlike formal alliances, the coalition allows flexible, action-oriented collaboration among countries committed to assisting Kyiv during the conflict and in post-war stabilization.
During the meeting, Ukrainian President Volodymyr Zelenskyy emphasized the urgent need for legally binding security guarantees, including commitments that could be endorsed by the U.S. Congress. Zelenskyy stressed that these guarantees are essential for any long-term peace framework and must involve coordinated support from coalition members across Europe, North America, and the Indo-Pacific region. Leaders discussed ways to create a credible security umbrella for Ukraine, including the potential deployment of multinational forces to deter future aggression, while maintaining pressure on Russia through sanctions and diplomatic measures.
The coalition meeting also addressed the ongoing mobilization of frozen Russian sovereign assets to support Ukraine’s defense and reconstruction efforts. Starmer and Macron reaffirmed that coordinated financial aid, coupled with continued military assistance, is critical to sustaining Ukraine’s defense capabilities as the conflict enters another winter. The coalition’s discussions also laid the groundwork for the upcoming European Council summit in December, where EU member states will align policies on Ukraine’s security, sanctions enforcement, and future reconstruction initiatives.
Prime Minister Starmer has taken an increasingly active role in European diplomacy regarding Ukraine.
