Beginning June 1, 2025, customers saw another change: an increase in the “Price to Compare,” which is the default supply rate for customers who do not choose a third-party electricity supplier.

The supply rate increased from about 8.44 cents per kWh to over 9.70 cents per kWh, marking one of the larger jumps in recent years. With fees and other components included, the effective supply cost may reach around 12.4 cents per kWh. For the average home, this means an estimated additional $9 per month.

While customers can shop for lower supply rates through competitive suppliers, many prefer staying with the default plan because it is simpler and avoids long-term contracts. For those customers, the summer adjustments directly increase their bills.

Infrastructure Surcharges Add to Monthly Bills

Another piece of the puzzle is the Distribution System Improvement Charge, a small percentage added to bills to fund ongoing upgrades. Utilities use this mechanism to speed up repairs and replacements without going through frequent rate cases.
