President Donald Trump has replaced the head of the United States Department of Homeland Security in a major leadership shake-up that comes at a sensitive political moment, as Congress debates presidential war powers following rising tensions with Iran.
The president removed Kristi Noem from her role leading the department and announced that Markwayne Mullin will be nominated as the next Secretary of Homeland Security. The appointment must still be approved by the United States Senate before Mullin can officially assume the position.
The leadership change marks one of the most significant cabinet reshuffles in Trumpโs current administration and comes after weeks of criticism surrounding the departmentโs policies and operations. During recent hearings on Capitol Hill, lawmakers from both political parties questioned Noem about immigration enforcement strategies, management decisions inside the agency, and a controversial government advertising campaign aimed at encouraging undocumented migrants to voluntarily leave the country.
According to officials familiar with the discussions, the advertising initiative reportedly costing more than $200 million became a flashpoint after disagreements emerged about whether the president had authorized the campaign. During congressional testimony, Noem suggested the initiative had been approved by the White House, but Trump later disputed that claim publicly.
The dispute added to growing tensions surrounding the department, which oversees border security, immigration enforcement, disaster response, and counter-terrorism efforts across the United States. Critics in Congress argued that internal management issues and policy disagreements had weakened confidence in the agencyโs leadership.
Despite the removal, the administration confirmed that Noem will remain involved in government service. Trump announced that she will take on a new diplomatic role as a special envoy working on a proposed Western Hemisphere security initiative known as the โShield of the Americas,โ a program expected to focus on regional cooperation against organized crime, migration challenges, and cross-border security threats.
The cabinet change comes at the same time that lawmakers in the United States House of Representatives were debating a War Powers Resolution related to recent U.S. military actions involving Iran. The resolution sought to limit the presidentโs ability to conduct military operations without explicit authorization from Congress.
After a closely contested vote, the House ultimately rejected the measure, leaving the administrationโs current military authority unchanged. The vote highlighted deep divisions within Congress over how much power the president should have when ordering military action abroad.
The debate follows a series of escalating developments in the Middle East that have heightened tensions between the United States and Iran. Some members of Congress argued that the administration should seek formal approval before conducting further military operations, while others defended the presidentโs authority to act quickly to protect American forces and national security interests.
Political analysts say the timing of the Homeland Security leadership change reflects the administrationโs attempt to stabilize domestic security policy while navigating complex geopolitical challenges overseas. The Department of Homeland Security remains a central agency in the federal government, responsible for border management, immigration enforcement, cybersecurity protection, and emergency response operations.
If confirmed by the Senate, Mullin is expected to focus on strengthening border enforcement measures and improving coordination between federal security agencies. The Oklahoma senator has previously expressed strong support for stricter immigration controls and expanded cooperation between law enforcement agencies responsible for protecting U.S. borders.
For now, the transition signals a new phase for the department as the administration confronts simultaneous challenges/domestic policy disputes in Washington and rising tensions in global security affairs.
